「"以内に"って何て言うのか（困惑）」となりがちですが、beforeで良いんですね。「年度末から12ヶ月以内に = 年度末の締めから12ヶ月過ぎる前に」という感じですかね。
「before A:何時まで（=AからBまでの期間） after B:何時から」という感じで色々応用を効くと思うので、皆も試してくれよな、みたいな（笑）。
